Can a travel agent accept a holiday booking from a 17 year old without parental consent?

My son has booked a holiday for him and his friends with a travel agent for a 拢10 deposit. The holiday is totally unrealistic and we have now established the tour operator does not accept booking from under 18's. We have tried to cancel but the agent wants 拢90 per person - is the booking not void as it does not meet the conditions of the holiday firm?Can a travel agent accept a holiday booking from a 17 year old without parental consent?It would seem to me that they have to refund his money.
