Many tourists rely on the reputation of travel agency when they want to buy packages to go on holiday. Aside from this, I believe there are many other factors that influence tourists' choice of travel agency.

Proven reliability is the key thing for me - then ease of use. In a manned tourist agency, the people you're dealing with are a factor. For a while a few years ago there were some flights where it wasn't possible to get e-tickets. In that case, I would print out the itinerary and go to one of the local agencies to book and print tickets rather than having them mailed to me here in Italy. In that case, I used a particular agent and when she moved I changed to the agency where she was.
