Travel agents have nothing to do with visas. Anyone telling you differently is scamming you. The only way a traveller can get a visa to go to the US is by applying in person at their nearest US Embassy or Consulate. But if they are a European citizen, they don't need a visa - most European countries fall under the visa waiver program. All they need is a plane ticket and valid passport to visit the US. And why would a traveler in Europe deal with anyone in Nigeria, one of the main countries for scams? That makes no sense at all

Your best bet is to forward this to the FBI's Internet Crimes Complaints Center for investigation
